After re-reading Step 2 again this morning after a good night's sleep, I was able to understand what was causing my confusion yesterday. It turns out that there was no issue, just me not fully understanding what the instructions were saying.
Cut apart the seat belt attach ribs, and the seat belt attach lugs. Cleco and match drill these with the rear seat rib to create the rear seat rib subassembly. Cleco and match drill the the rear seat ribs with the rear spar bulkhead.
Debur, clean, and prime all parts.
Riveted seat belt attach ribs, and the seat belt attach lugs. Riveted outboard rib assemblies to the rear spar bulkhead.
