Spent a few hours last night digging thru zenith.aero forums on rudder deflection. The consensus is that one must shave away some of the vertical firewall stiffener as well as some of the lower nosewheel block to obtain enough deflection.
I set up a template on the bottom of the fuselage to mark the rudder centerlines on either side of neutral. Loosened everything up to obtain working room, and used sanding drums in my dremel tool to remove both metal and fiber block to allow greater swing of the rudder.
Got 19 deg on both sides so I'm good. Titghtened the rudder cables to spec as well.
