Ok, I discovered what the problem was yesterday with the brake drums not fully covering the brake shoes.
It seems the position of the barings can be adjusted by tightening the big nut on the axle, you can actually push the inwards this way until they are positioned correctly, then the nut should be backed off slightly to allow the wheel to rotate freely.
I positioned both wheels correctly, after this I took the right axle and wheel back off marked the position to drill the hole for the cotter pin, drilled the hole and then permanently installed the axle and wheel back on the legs together with the brake guide tube.
You can see the tube is primed, not powder coated, the reason being that when I formed the plate holding the tube in place, the powder coating crackled, so I removed it completely and primed the parts.
I now still need to drill the cotter pin holes in the left axle but that will be a job for tomorrow.
