Tried to turn the filler flange inner out of the welded threaded piece to no avail. I will make a mandrel to fit the inside with a T-handel to work the piece out. it is 2.25 18 tpi.
Finished welding the 1/4" fuel outlet fitting and pressurized (2-3psi) the tank and sprayed soapy water all over and found no leaks.
