Looked into an alternative attachment for the F-621 to F-603 panel. The plans called for the bracket to be placed BEHIND the panel, with nutplates on the bracket. One alternate would be the bracket IN FRONT of the panel, and the nutplates on the panel.
The alignment of the F-603 panel is unchanged but the aestetics are an issue. There seems to be no major structural concern. Aestetics can be addessed with the 'face plate' being used to attach the air vents below the panels. To do this may require an additional spacer.
I'll have to re-measure and make a final decision.
UPDATE: Decided to drill out the rivets and remake the attach brackets to F-621 and correct the mis-alignment.
