Finished drilling, deburring, and fitting the subpanel seal angle but will still have to match-drill some holes to #30. Tested a snip of seal material (not the one shown in plans), and resolved the hinge interference with the seal angle where is transitions the hinge area.
Decided to move the strut attach point aft by the width of space between the holes. In other words, used the bracket to drill a 3rd hold by swapping the front screw to the aft hole, then drilled a new aft hole. This slightly drops the lift on the canopy and the inside curve of the tip-up hinge no long pushs against the seal angle. Slight difference in the height of the open canopy but does not restrict access/egress.
