To match-drill the elevator hinge brackets with the rear spars and spar channels, I found I needed to pre-drill the bracket's holes with the #30 drill before I could cleco them to the spar/channel assembly. The existing bracket holes were too small--if I used the #40 cleco it just fell out of the #30 holes already in the spar/channel assembly. Once I opened up those bracket holes, everything stayed clamped together with the larger clecos.
