The skim coatings on the inside of the blisters cured well enough to re-install the blisters. The slow Ez Poxy and cool garage temps make for a very slow cure cycle. I installed the blisters using small pieces of wood and superglue to hold it in position. I then laid a very thin layer of wet micro inside the seem line and added peel ply to hold the micro in position. After cure I'll be able to sand the joint and layup the 3 plies of fiberglass as planned.
