Retested the tanks with a manometer made up from some clear vinyl tubing. I was never happy with the balloon method as the balloons would always lose air pressure on their own over time and would not give you 100% assurance of leak free tanks. The manometer held pressure (about 1psi) over a week for each tank and now I am 100$ sure of no leaks.
